Meet Our Principal Engineers
Mr. David Woo, PE  Founder and partner of AYCE, has been a design engineer on many urban freeway projects.  He has designed many major urban freeway and infrastructure projects in California, Nevada, Utah and Arizona.

He brings value in his knowledge of delivering the design to construction, more specifically, in preparing designs, value engineering, preparing ATCs, final roadway construction documents; construction staging and traffic controls (MOT); resolving design issues with approval agencies; and coordinating with all the design team members including structures, drainage, traffic, utilities, ROW, etc.

Mr. Woo received his bachelors and masters degrees in civil engineering from the University of California Irvine and was certified as Advantage Design-Build Design Manager from his prior engineering practices which took a year of design build training, testing, and confirmation of having minimum of 5 years of design build experiences in freeway infrastructure.

Ms. Kandice Nguyen, PE, Founder and partner of AYCE, has over 10 years of experience in delivering design-build of urban freeways.

Her notable experiences include successfully completing two of the most complex urban freeway design-build projects in Southern California. As civil-roadway task lead on both, Ms. Nguyen delivered the RCTC/Caltrans SR-91 Design Build Project - Roadway Design Package E (from Main St. to I-15); and the Metro/Caltrans I-405 Sepulveda Pass Design Build Project - Area 5 (from Sunset to Sepulveda).

She brings value in her knowledge of delivering the design to construction, more specifically, in preparing geometric approval drawings (GAD); mandatory and advisory exception fact sheets associated with the revised ATC; final roadway construction documents; resolving design issues with approval agencies; and coordinating with traffic, bridge and drainage teams.

Ms. Nguyen is highly familiar with the design and drafting standards for Caltrans, NDOT, and local agencies and with her exceptional personal skills, works well in an intergraded project office setting with the team, clients and third party reviewers.  Ms. Nguyen is highly commended by her peers and the clients including RCTC, Caltrans District 7 and 8 and prior teammates.

Ms. Nguyen received her Bachelor of Science Degree in Civil Engineering from Cal Poly Pomona and was certified as Advantage Design Build Design Engineer from her prior engineering practices which took a year of design build training and passing tests before getting certified.
